Considering that the wizards in Harry Potter are among the Muggles and the Muggles obviously have normal, real-world technology like cars and such, it's clear enough that it's just a matter of the wizards choosing to do their own thing and separate themselves from the sciences.Spankminister said:

Probably one of the nerdiest things I've thought of is trying to figure out which modifications to the laws of physics would be necessary to explain why wizards in Harry Potter can't use electrics/electronics/chemistry and have to use magic/potionmaking/alchemy instead.
