Hare and Guu is TOTALLY RETARDED. It's about a boy and a girl on an island, and the girl is an alien or something that does forced, "wacky" shit. At first I had it confused with Keely and Du, a play about the wonders of abortion. I would have preferred the abortion.

Ninja Nonsense is TOTALLY RETARDED. (See above, but replace "Harry Potter" with ninjas)
Grey: Digital Target is...kinda cool, actually, but cool in the RETARDED 80's way.
Blue Seed 9 is also RETARDED, although I haven't seen enough to confidently state that its retardation is TOTAL.
I still suggest the completely mediocre 1999 Cybuster anime, but you could always just look at Manga Entertainment's wikipedia entry, some titles of note are Tokko, Vampire Wars, and Zeorymer.

Dagger of Kamui is up on my list, if I can find it. Unfortunately, english dubs are very hard to find on the interbutts, as are their VHS counterparts in the real world (and dealing with VHS is unwieldy).

I'd like to third the Dagger of Kamui nomination (I was actually going to suggest it myself, but Jeremy beat me to it) and I'd like to up the Rintaro ante just a bit by also suggesting Harmaggedon, aka "The Great War Against Genma". It has psychic robots and Skate from Streets of Rage 2 in it.
We already did "Harmagedon", and in my opinion it wouldn't really fit D&J's established niche. It's a decent older anime, but it isn't TOTALLY RETARDED.
