"OCT" = "octal notation". 31 = three "eight" plus one "one". 3x8 = 24 +1 = 25
Octal notation is used by some computer-science things because it's "base eight", and there are eight bits in a byte. Octal directly states how many bytes and bits you have got (as opposed to decimal, where you have to divide by eight to see how many bytes.)

NASA was driving towards VTVL SSTO capsules as part of a space-based solar power plant, but when their funding got cut USAF took over the program and turned it into a SALT dodge. There's a damn good reason why the Space Shuttle design is perfectly suited for a quick-response Hexagon delivery...
